DETAILS of the CSA CONTRACT

Tentative Agreement

  • 9 years avg. raise of 2 % a year over the life of the contract.
  • Includes CSA members promoted since 2009.
  • Ambassador Program (principals/AP) to turn around schools by forming mentorship partnerships, and receiving compensation. The model supposes that the answers to school reform are found within schools.
  • Expansion of initiatives that allow for ways to adjust DOE and union rules to be adjusted for specific purposes (PROSE)
  • Full backpay for UFT members promoted to a CSA contract
  • Either retire by June 30 2015, to get a lump sum, or wait for payment over time.
  • DOE will check open investigations (OSI) so we do not hold up promotions on open investigations for minor allegations
  • Similar to principals, EAs will get performance differentials for good work as well as steps within a level (similar to teachers) to ensure growth in salaries
  • Early Childhood Directors. Deserve parity with the DOE.
  • Education needs to be under the purview of educators.
  • Will not allow NYS to remove mayoral control as we can not go back to corrupt community school districts of the past.

The Mayor said that the CSA and city worked together to find a way to pay for this (details to follow).

The Mayor has negotiated contracts with 67% of the city’s workforce. When he took office in January, it was at 0%.

In total, the MLC and the City have agreed to secure $3.4 billion in health care savings through Fiscal Year 2018, and $1.3 billion in savings every year thereafter. The City and the municipal unions will work to secure cost-cutting measures, aimed at bending the curve of rising health care costs for the first time. These savings are guaranteed and enforceable by arbitration.

CSA represents public school principals, assistant principals, supervisors, and education administrators. The pattern of the tentative agreement with CSA is consistent with the pattern established with the United Federation of Teachers (UFT) contract earlier this year. The agreements also include the unprecedented health care savings agreed upon with the Municipal Labor Committee, ensuring that these raises are affordable and responsible for the City and its taxpayers.

Today, we are celebrating a new beginning for the City with our school leaders coming together around the most important school issue: to support our students learning and ensure student achievement.”
